The Indonesian cocoa powder and cake market volume grew from 263.7 thousand tons in 2018 to 287.4 thousand tons in 2019. This initial expansion was supported by the government's policy of export duties on cocoa beans, designed to incentivize domestic processing and attract foreign investment. By 2023, the market rebounded to 258.8 thousand tons. This recovery was facilitated by increased imports of cocoa beans to meet industrial demand. Major industry developments during the period included Cargill's new production line in Gresik and significant investment announcements from producer COCO, signaling strong sector confidence. The regulatory landscape continued to evolve with tightened SNI oversight and adjustments to bean export tariff rates.
