Earlier Report Observations

The Greek coal market contracted sharply from 37 million tons in 2018 to 12.3 million tons in 2021, driven by the country's energy transition within the EU framework. State-owned power company DEH closed older lignite plants and invested in natural gas units, while stricter environmental regulations and emission limits reduced coal demand. The COVID-19 pandemic in 2020 further lowered consumption due to supply chain disruptions and decreased economic activity.

New players entered the natural gas and renewable energy markets in 2021, accelerating the shift away from coal. However, in 2022, coal production rebounded, lifting market volume to 14 million tons despite ongoing decarbonization policies and a consumer preference shift toward cleaner energy sources.

By 2024, coal imports had fallen to 68 thousand tons, while exports surged to 871 thousand tons, reflecting a structural market change as Greece reduces domestic coal use and increases outward shipments.
