The Romanian market for cereal groats, meal and pellets grew from 40 687 t in 2019 to a peak of 45 364 t in 2021. This increase was supported by favorable weather conditions and sustained farmer subsidies under the BISS and CRISS programs, which boosted grain production. Strong external demand from European export markets further stimulated domestic processing and consumption during this period.

Market volume subsequently fell to 36 749 t in 2022 and dropped sharply to 25 237 t by 2024. The contraction in 2022 was driven by extreme weather events that reduced grain output, while new Ukrainian measures on minimum export prices affected the competitiveness of Romanian products. By 2024, the market was constrained by global price volatility, rising logistics costs, and the linking of Romanian exports to worldwide benchmarks through the Black Sea Wheat futures contract.

From 2017 to 2020, the market base for exports in kind was wide. Hungary accounted for 19.6% of exports in kind, Poland for 14.6%, and Cameroon for 11.6%, with these three countries jointly making up just 45.8% of total flows. The remaining 54.2% was distributed among numerous other countries.

In 2020, Romania exported 3,339 thousand US dollars worth of these products, constituting a sharp increase of 47.6% relative to the prior year.
