From 2018 to 2020, the cassava starch market volume in Paraguay fluctuated, starting at 46 933 t in 2018. A surge in exports to 31 634 t in 2019 reduced domestic availability, lowering the market size to 37 430 t. During this period, the industry faced price pressure from Brazilian competition, which influenced local pricing. In 2020, the installation of new cassava processing plants strengthened production capacity, helping maintain output near 68 634 t and supporting a slight market recovery to 38 419 t.

The market dropped to 35 712 t in 2021 as exports climbed to 38 905 t, despite production growth to 69 615 t aided by recovery from previous droughts and Codipsa's launch of new starch-based product lines for bakeries. In 2022, a sharp rise in imports to 15 696 t, coupled with improved cassava quality after the drought, drove the market volume up to 50 823 t. By 2023, delayed harvests in key regions and falling international starch prices led farmers to reduce crop area, contributing to a production decline to 67 292 t and a market contraction to 46 675 t.
