The Tanzanian cassava market volume showed moderate growth from 8.4 million tonnes in 2018 to 8.5 million tonnes in 2020. This initial expansion was supported by the launch of the National Cassava Development Strategy (NCDS) 2020‑2030, which set clear targets for increasing cultivated area and introduced a wheat‑cassava flour blending policy. The inauguration of the country's first high‑quality cassava flour factory in 2019 and a significant investment to upgrade the Bungu‑Village starch and flour plant in 2020 created additional demand for raw cassava roots, encouraging higher production.

Market growth accelerated markedly from 2021 onward, with volume reaching 11.7 million tonnes by 2023. This surge was primarily driven by the continued implementation of the NCDS, including the 2022 plan by the Cereals & Produce Board to establish 25 new cassava processing plants. These facilities, starting with a 12‑tonne‑per‑day plant in Mkata, Handeni, secured reliable outlets for over 6,000 farmers and stimulated production. The government's push for cassava flour blending further bolstered domestic demand for processed cassava, supporting market expansion despite fluctuations in export prices. Ongoing investments and policy emphasis under the NCDS framework continued to shape the market into 2024.
