Earlier Report Observations

The Senegalese government established a dedicated horticulture directorate in 2018 to support diversified vegetable production, including carrots and turnips, particularly in the Niayes region. This contributed to rising domestic output, which increased from 16 thousand tons in 2018 to 30 thousand tons in 2021. However, by 2020 the sector faced significant overproduction, estimated at 45 thousand tons against monthly consumption of 2.5 thousand tons, leading to economic losses due to a lack of cold storage facilities to extend sales periods.

Overproduction continued to pressure the market in 2021, with issues of unsold stock and low prices. After peaking in 2021, market volume contracted in 2022 to 35.8 thousand tons, accompanied by a drop in imports to 7.3 thousand tons and a moderate decline in production. In 2023, the market recovered to 44.9 thousand tons, with rising imports and stable domestic production.

By 2024, to address structural challenges, the government implemented a temporary freeze on imports of carrots, onions, bananas, and potatoes as part of an import-substitution policy aimed at protecting local producers. Concurrently, sector management measures were strengthened, including record subsidies for agricultural inputs worth 120 billion CFA francs, the promotion of cooperatives, and digitization of the supply chain. Nevertheless, constraints related to storage and irrigation water management remain key challenges.

Over the 2017-2020 period, imports grew by 5.2%, with an average annual increase of 1.7%. The lowest import volume was recorded in 2018 at 12 243 tonnes, which also saw the largest decline of 12.1%. In contrast, 2019 experienced the biggest jump, with imports climbing by 16.8%.
