The Angolan cabbage market volume grew from 292 thousand tons in 2018 to over 304 thousand tons in 2020, supported by the National Development Plan 2018-2022 which focused on incentives for local agricultural production. During the COVID-19 pandemic in 2020, rising consumer preference for natural and locally sourced foods helped maintain demand.

A significant contraction to 265 thousand tons occurred in 2021 as high inflation, a depreciating kwanza, and the central bank's restrictive monetary policies increased food prices and reduced consumer purchasing power.

Recovery began in 2022, with the market reaching 285 thousand tons by 2023. This was driven by a 28.4% surge in corporate horticultural production reported for the 2022/2023 season and government actions like the Strategic Food Reserve, which aimed to stabilize prices and secure supply despite ongoing economic challenges.
