The market's expansion was supported by a new investment law enacted in July 2022, designed to attract domestic and foreign capital into the agricultural sector, which helped sustain production levels. However, climatic factors such as rain, hail, and wind introduced volatility, affecting yields and contributing to price fluctuations for vegetables including cabbages.

Production declined to 148.0 thousand tons in 2023, continuing a downward trend in vegetable output linked to adverse weather conditions and challenges in market regulation. High cabbage prices persisted through the year, influenced by these climatic pressures and supply-side issues, despite government efforts to stabilize prices for essential agricultural goods and modernize wholesale distribution channels for fruits and vegetables.

The structure of the Algerian agri-food sector, dominated by state-owned and private enterprises investing in modernization and diversification, provided a backdrop for cabbage production and marketing throughout the period, though it did not prevent the contraction observed in 2023.
