Earlier Report Observations

Uganda's bread market volume grew from 3 116 tons in 2018 to 3 307 tons in 2019, primarily driven by urbanization and changing dietary patterns that boosted demand for healthier bread varieties. The market then contracted to 2 883 tons in 2020 as the COVID-19 pandemic disrupted supply chains and altered consumption habits.

Market volume recovered to 3 034 tons in 2021, supported by continued urbanization and the implementation of the Markets Act 2021, which reformed the regulation of public and private markets to improve food distribution. However, volume fell to 2 713 tons in 2022 due to persistent challenges in the agricultural supply chain, even as competition intensified with the entry of new regional and local players.

A sharp rebound occurred in 2023, with market volume reaching 3 650 tons. This growth coincided with the enactment of the Uganda Competition Act 2023, which aimed to foster fair competition and protect consumers, creating a more transparent business environment for the bakery sector.

Uganda produced 2 781 tonnes of bread in 2020, representing an 11.7% decrease compared to 2019. Over the 2017-2020 period, production fell by 11.5%, with a compound annual growth rate of 4.0%. The highest production level was recorded in 2019 at 3 149 tonnes, which also saw the largest annual increase of 6.9%.

Uganda's bread import value declined for the second consecutive year, reaching approximately 303.8 thousand US dollars in 2020 with a 7.9% year-over-year reduction. Between 2017 and 2020, imports increased by 16.1%, equivalent to a 5.1% annualized growth rate. The highest value was recorded in 2018 at 339.2 thousand US dollars, which also saw the largest annual increase of 29.7%.
