This growth was fueled by large-scale state road construction programs and national infrastructure projects, which drove demand for asphalt and bituminous materials. The introduction of new quality standards for bituminous binders, along with the active role of state-owned companies like Gazprom Neft, supported production modernization and output increases.

Market activity reached a peak in 2022, with record asphalt laying volumes exceeding 160 million square meters and consumption of over 7 million tons of bituminous materials. Despite the impact of Western sanctions and the exit of major foreign players such as Henkel and Holcim, domestic production remained robust due to import substitution efforts and continued government investment in transport infrastructure. The production of polymer-modified bitumen binders grew notably, enhancing the durability of road surfaces.

From 2023 onward, production entered a decline, falling to 69 021 thousand tons in 2024 and 66 555 thousand tons in 2025. This downturn was influenced by persistent geopolitical risks and sanctions, which disrupted trade flows and created currency volatility, ultimately reducing market activity.
