However, in 2020, the COVID-19 pandemic led to suspensions of enterprises and reduced demand in consuming industries, cutting the market volume to 1 783 thous. t.

After the decline, the market recovered in 2021, growing to 2 154 thous. t, supported by continued state procurement and increased investment in modernizing production capacities. In 2022, the market volume rose to 2 367 thous. t against a significant production increase, especially in the Volga Federal District, and changes in state policy adapting the industry to new economic conditions.

In 2023, despite further production growth to 4 768 thous. t, the domestic market volume fell to 2 041 thous. t due to a sharp rise in exports, partly driven by sanctions and geopolitical risks that redirected supplies to external markets.

The minimum export volume was recorded in 2019 at 965 thousand tons, experiencing the largest decline of 24.8%. Over the period from 2017 to 2020, exports increased by 40.6%, translating to an annualized growth rate of 12.0%.

From 2017 to 2020, China, Kazakhstan, and Turkey remained the principal buyers of not calcined petroleum coke from Russia. China accounted for 39.3% of exports in kind, Kazakhstan for 10.1%, and Turkey for 9.1%, jointly representing 58.5% of total exports in kind.
