Between 2018 and 2020, the beef and buffalo meat market in CIS contracted slightly, with volume falling from 2.8 million tons to 2.8 million tons. This was driven by a shift in consumer spending toward cheaper meats like pork and poultry as real incomes declined, reducing demand for beef. Concurrently, the growth of beef exports from the region, particularly to China, diverted some production away from domestic consumption.

From 2021, the market recovered and expanded, reaching 3.1 million tons by 2023. Rising household incomes spurred demand for beef, contributing to record levels of total meat consumption. Although a declining cattle herd limited domestic supply, the market was supported by import mechanisms such as duty-free quotas, which facilitated access to foreign beef and helped meet growing demand.

From 2017 to 2020, China and Vietnam were the key buyers of beef and buffalo meat from the CIS, together accounting for 5.5% of total exports in kind.

Imports beef and buffalo meat to CIS

Imports in kind, K t

CIS imports of beef and buffalo meat have declined for the third consecutive year. In 2020, imports were recorded at 248.8 K t, which is 23.4% lower than the year before. From 2017 to 2020, imports decreased by 33.5%, with a compound annual growth rate of -12.7%.

Cross-border shipments of beef and buffalo meat to the CIS have declined for the second year in a row. In 2020, imports amounted to 1 156 M $ US, representing an 8.8% drop from the previous year. Between 2017 and 2020, imports decreased by 16.1%, with an annualized rate of -5.7%. The highest value was in 2018 at 1 414 M $ US, which also saw the largest increase of 2.6%, while the largest decline occurred in 2019 at 10.4%.
