Between 2018 and 2020, the beef and buffalo meat market in CIS contracted slightly, with volume falling from 2.8 million tons to 2.8 million tons. This was driven by a shift in consumer spending toward cheaper meats like pork and poultry as real incomes declined, reducing demand for beef. Concurrently, the growth of beef exports from the region, particularly to China, diverted some production away from domestic consumption.

From 2021, the market recovered and expanded, reaching 3.1 million tons by 2023. Rising household incomes spurred demand for beef, contributing to record levels of total meat consumption. Although a declining cattle herd limited domestic supply, the market was supported by import mechanisms such as duty-free quotas, which facilitated access to foreign beef and helped meet growing demand.
