From 2018 to 2024, the market volume for beef and buffalo meat in Angola experienced significant shifts. Starting at 131.2 thousand tonnes in 2018, consumption fell to a low of 107.6 thousand tonnes in 2020, largely attributable to a sharp drop in imports from 28.1 thousand tonnes to under 7 thousand tonnes. Domestic production remained relatively stable throughout this period, fluctuating between 100.5 and 105.9 thousand tonnes.

From 2022 onward, the market began to stabilize and recover, reaching 112.5 thousand tonnes in 2023. This turnaround was supported by a 5.4% increase in domestic beef production during the 2022/23 agricultural year, which expanded local supply. Concurrently, authorities signaled a policy shift toward reducing reliance on imports, exemplified by the identification of key producing provinces and the growing number of poultry SMEs, indicating a focus on strengthening the domestic livestock sector.

In 2024, regulatory measures further shaped the market. The Veterinary Services Institute banned new import licenses for certain animal by-products from March 15, 2024, aiming to curb imports and stimulate local production. Additionally, the VAT rate on fresh and frozen meats was raised to 5% from January 1, 2024, affecting consumer prices. These steps reinforced the trend toward greater self-sufficiency in meat supply.
