Earlier Report Observations

From 2018 to 2021, the market for fresh or chilled beans in French Polynesia expanded, with production rising from 29 000 kg to 36 000 kg and market volume growing from 30 296 kg to 36 879 kg. This period was characterized by a small local market with limited production capacity. The sector's development was later supported by the adoption of the "Agriculture" Master Plan 2021-2030, a public policy aimed at reviving and strengthening the local agricultural sector, which may have contributed to the market's resilience.

A turning point occurred from 2022, when market volume and production began a significant contraction, with production falling to 25 040 kg by 2023. This decline coincided with the implementation of stricter market regulations. Country Law No. 2022-44, enacted in December 2022, defined essential goods (PPN) with potential implications for fresh vegetables, introducing measures affecting price regulation and commercialization. Subsequently, stricter phytosanitary controls and certificate requirements for importing fresh vegetables, including beans, were reinforced to protect the local ecosystem, contributing to a halt in bean imports by 2023.

The regulatory environment continued to evolve with Order No. 489 CM in March 2023, further modifying rules for essential and consumer goods, potentially affecting market access and pricing for fresh beans. These policy measures, aimed at consumer protection and market transparency, introduced new operating conditions for the local bean market during its contraction phase.
