Omsk Region Seeks Investor for 490 Million-Ruble Milk Powder Plant

The Omsk Region Development and Investment Agency has presented a 490 million-ruble milk-processing project to potential investors. The proposed plant would produce 4,000-6,000 tonnes of milk powder and milk protein concentrates annually, with an estimated payback period of 6.9 years.

Omsk Region Seeks Investor for 490 Million-Ruble Milk Powder Plant

Regional agency presents processing project

The Omsk Region Development and Investment Agency has listed a proposed milk-processing plant in Omsk among its official investment opportunities, according to Dairynews.today. The project requires an estimated 490 million rubles and is intended to manufacture milk powder and milk protein concentrates.

The planned facility would have annual production capacity of between 4,000 and 6,000 tonnes. Project developers estimate an investment payback period of 6.9 years. The proposal is therefore aimed at an investor prepared to finance a medium-scale processing operation rather than an expansion already under construction.

Product range targets industrial buyers

The planned range includes whole milk powder and skimmed milk powder. These are standardized, storable dairy ingredients used by manufacturers in several segments. The project materials identify confectionery and bakery production, infant and sports nutrition, prepared food and compound feed as potential applications.

Milk protein concentrates would broaden the plant’s exposure beyond conventional powder markets. Protein ingredients can serve food categories where composition, functionality and nutritional content are important purchasing criteria. A plant able to produce both powders and concentrates could consequently address a wider group of industrial customers, although the published proposal does not name buyers, sales contracts or target markets.

Omsk milk output underpins feedstock case

The developers point to regional milk production as the project’s raw-material base. Omsk Region had 134,300 head of cattle, while milk production reached 216,900 tonnes in January-August 2024, Dairynews.today reported. Companies identified as potential suppliers are LyubiMo, Milkom and Luzhaykino.

Those figures indicate a sizeable regional milk pool, but the investment materials cited in the report do not specify the plant’s annual intake of raw milk. They also do not state how supply would be divided among the named companies. Securing stable volumes, consistent quality and commercially viable procurement terms would be central to operating a drying plant at its projected capacity.

Prepared site lowers part of the entry burden

A 41,500-square-metre site has been designated for the facility. Connection points for electricity, gas and water are available, and road access is provided from Kombinatskaya Street. This preparation addresses several basic infrastructure requirements, although the report does not provide a construction schedule or proposed commissioning date.

If completed, the project would add 4,000-6,000 tonnes of annual processing capacity for dairy products with a longer storage life than raw milk. That could give regional producers another potential sales channel and allow Omsk processors to supply ingredients to food manufacturers beyond the immediate fresh-dairy market. The commercial outcome will depend on attracting an investor, securing sufficient feedstock and establishing demand for the planned product mix.
