Between 2018 and 2021, Mongolia's yoghurt market showed a steady upward trend. Production rose from 32.4 thousand tonnes in 2018 to 37.7 thousand tonnes in 2021, with a notable increase of over 11% in 2020. Market volume followed a similar path, expanding from 33.8 thousand tonnes to just over 40 thousand tonnes during this period, supported by consistent imports which peaked at 2.4 thousand tonnes in 2021.

This growth pattern reversed sharply in 2022. Market volume fell by 23% to 30.8 thousand tonnes as production dropped by 18% and imports ceased entirely. This shift coincided with the introduction of new customs regulations at the start of the year. Specifically, new HS codes for flavored yoghurt with a 15% ad valorem duty and a specific rate of 0.18 EUR per kilogram were applied, affecting trade with EAEU countries. Revised product classifications governing milk fat content and additives also came into force, directly impacting the import and production of yoghurt with additives in Mongolia.

The downward movement continued into 2023, though at a slower pace, with market volume contracting a further 6% to 28.9 thousand tonnes. Production remained the sole source of supply, maintaining the market at this reduced level.

Yoghurt production in Mongolia grew for the third consecutive year. In 2020, the country produced 36 119 tonnes of yoghurt, marking an 11.3% increase compared to 2019. Over the 2017-2020 period, production rose by 19.2%, with a compound annual growth rate of 6.0%.

In 2019, Mongolia exported 0.2 tonnes of yoghurt, maintaining the same level as in 2018. Over the 2017-2019 period, exports fell by 98.3%, with a compound annual growth rate of -74.4%.

After two years of growth, yoghurt imports into Mongolia declined. In 2020, imports totaled 1 680 tonnes, a 4.3% decrease from 2019. Over the 2017-2020 period, imports increased by 49.1%, with a compound annual growth rate of 14.2%. The highest import volume was recorded in 2019 at 1 755 tonnes, while the largest year-on-year increase occurred in 2018 at 30.9%.

From 2017 to 2020, yoghurt imports into Mongolia were largely concentrated on Russia, which accounted for 83.3% of total flows, with other countries making up the remaining share.
