Earlier Report Observations

Between 2018 and 2020, wood pellet production in Bosnia and Herzegovina fell from 220 thousand tons to 122 thousand tons, with domestic market volume dropping from 147.5 thousand tons to 61.6 thousand tons. The industry initially developed with a strong export focus, as about 80% of production was destined for foreign markets in 2018.

Production began recovering from 2021, aided by the introduction of ENplus quality certifications which improved market confidence. In 2022, the government's export ban and price cap of 480 KM per ton redirected supply to the domestic market, boosting consumption to 85.7 thousand tons. By 2023, continued price regulation and competition from imported pellets contributed to a market adjustment to 77.7 thousand tons.

Regulatory measures were extended into 2024 and 2025, with price controls lasting until December 2025 to shield households from energy crisis impacts, while demand for pellets as an economical heating fuel remained strong.
