The market for wood in the rough in ASEAN reached 251.9 million tonnes in 2018, but fell sharply to 199.3 million tonnes in 2019, primarily due to a collapse in imports. This drop coincided with the introduction in India of Circular No. 80/54/2018-GST, which clarified an 18% goods and services tax on rough wood for pulping, potentially reducing demand for timber imports from the region. The market volume then stabilized, edging up to 202.0 million tonnes in 2020.

From 2021 to 2023, physical market size showed modest movements, rising to 205.2 million tonnes in 2021 before dipping slightly to 203.7 million tonnes in 2022 and reaching 203.8 million tonnes in 2023. In value terms, the market experienced greater volatility: after a sharp decline to $54.6 billion in 2020, it recovered to $57.5 billion in 2022 and surged to $72.9 billion in 2023, reflecting shifts in prices or product mix.

By 2024, industry attention turned to supply-side factors, including reported forest loss in Thailand—a key ASEAN member—which could pressure wood availability, alongside growing regional emphasis on sustainable forest management practices.

ASEAN's production of wood in the rough has grown for the third year in a row. In 2020, the region produced 201.0 million tons, showing a modest year-over-year increase of 1.7%. Looking at the period from 2017 to 2020, production rose by 4.9%, which translates to an average annual growth rate of 1.6%.

ASEAN's production value of wood in the rough has fallen for the second consecutive year. In 2020, the output was valued at 54 252 million US dollars, marking a significant drop of 17.7% compared to the previous year. Over the 2017-2020 period, production decreased by 4%, with a compound annual growth rate of -1.4%. The highest value was recorded in 2018 at 66 446 million US dollars, which also saw the largest increase of 17.6%.

Exports wood in the rough from ASEAN

ASEAN's exports of wood in the rough have declined for the third consecutive year. In 2020, the region exported 505 thousand tons, representing a sharp decrease of 23.1% year-over-year. From 2017 to 2020, exports fell by 61.1%, equating to an average annual decline of 27.0%.

From 2017 to 2020, India, accounting for 59.1% of exports in kind, along with Asia, not elsewhere specified at 9.0%, and China at 7.8%, formed the core group of markets. Together, these three destinations represented 75.8% of total export flows.

ASEAN's export value of wood in the rough has decreased for the third year in a row. In 2020, exports amounted to 136.4 million US dollars, which is 37.7% lower than the previous year. Over the 2017-2020 period, exports dropped by 64.4%, with a compound annual growth rate of -29.1%.

Imports wood in the rough to ASEAN

ASEAN's imports of wood in the rough have fallen for the third consecutive year. In 2020, the region imported 1 438 thousand tons, down by 34.6% from 2019. From 2017 to 2020, imports decreased by 98.3%, equating to an average annual decline of 74.5%.

An analysis of imports in kind from 2017 to 2020 reveals a broad distribution across many markets. The United States, with 12.0% of imports, Cameroon at 9.9%, and France at 5.7%, together accounted for only 27.6% of total flows, while the remaining 72.4% came from other partners.

ASEAN's import value of wood in the rough has declined for the third year in a row. In 2020, imports totaled 495.4 million US dollars, corresponding to a 12.0% decrease compared to 2019. Between 2017 and 2020, imports fell by 37.2%, with an average annual decline of 14.4%.

During 2017-2020, imports in value terms were spread across a large number of markets. Cameroon, with 19.8% of imports, the United States at 11.6%, and Congo at 9.7%, jointly accounted for only 41.0% of total flows.
