From 2018 to 2023, wood fuel production in Azerbaijan remained constant at 422 thousand m³ per year. Market volume showed minor fluctuations, moving within a narrow range between 422.5 and 424.7 thousand m³, primarily driven by changes in import levels. The adoption of the Law 'On The Use Of Renewable Energy Sources In The Production Of Electricity' in July 2021 established a legal framework to promote renewable energy, including biomass from wood fuel, setting the stage for potential long-term demand growth.

Government initiatives to develop renewable energy capacity, targeting 460 MW from renewables during 2023-2025, provided direct support for biomass energy. This coincided with a market volume increase to 424.7 thousand m³ in 2023. Subsequent energy sector reforms, including market liberalization efforts and tariff adjustments by the Tariff Council, along with the continued dominance of the state-owned SOCAR in the energy market, shaped an environment where wood fuel could contribute to the energy mix. The new Gas Supply Law adopted in 2025, restructuring the gas sector, may further influence the competitive landscape for alternative energy sources like wood fuel.

After a two-year increase, Azerbaijan's wood fuel imports declined. The maximum value was recorded in 2020 at 1 812 m³, with the largest increase that year at 32.6%. In 2021, Azerbaijan imported approximately 934 m³ of wood fuel, constituting a decline of 48.4% versus the previous year. Between 2018 and 2021, imports decreased by 12.6%, equating to an annualized rate of 4.4%.
