From 2018 to 2020, the wheat starch market in Morocco remained stable at around 660 tons annually. This stability was supported by government policies, including reference prices and subsidies for locally produced wheat, which kept raw material costs manageable for starch manufacturers. Additionally, the suspension of import duties on soft wheat until the end of 2020 helped millers secure affordable grain for starch production.

Market volume began to climb from 2021 onward, reaching 708 tons that year despite a partial reintroduction of import duties that raised input costs. The growth accelerated sharply in 2023, when production jumped to 980 tons and total market size hit 1 126 tons. This surge was underpinned by a 61.8% increase in domestic soft wheat output during the 2022‑2023 agricultural campaign, which ensured ample raw material supply. In 2024, imports of wheat for starch processing rose to 293 tons, facilitated by a rebate system for importers and lower global wheat prices following the Russia‑Ukraine conflict.
