The wheat gluten market in Eastern Africa demonstrated relative stability from 2018 to 2021, with annual volumes ranging between 8,400 t and 8,500 t. A sharp contraction occurred in 2022, driving the market down to 7,053 t as domestic production fell to 5,981 t and imports decreased. A partial recovery followed in 2023, with the market volume rising to 7,526 t supported by increased production reaching 6,725 t.

In 2024, the regional context was shaped by Tanzanian government policies targeting higher wheat production through infrastructure investment and fertilizer subsidies to reduce import dependence. At the same time, global supply chain disruptions stemming from sanctions on Russia affected the availability of wheat and fertilizers in Eastern Africa, influencing input costs and market conditions.

Eastern Africa's wheat gluten production increased for the second consecutive year. In 2020, the region produced 7 987 tonnes of wheat gluten, marking a 3.8% gain compared to 2019. Over the 2017-2020 period, production decreased by 3%, with a compound annual growth rate of 1.0%. The lowest production level was recorded in 2018 at 7 530 tonnes, which also saw the largest decline of 8.6%.

After a two-year decline, Eastern Africa's wheat gluten production value increased. In 2020, the output was valued at 12 503 thousand US dollars, up by 25.3% year-over-year. From 2017 to 2020, production value decreased by 9.1%, with a compound annual growth rate of 3.1%. The minimum value occurred in 2019 at 9 978 thousand US dollars, which also experienced the largest decline of 25.0%.

Eastern Africa's wheat gluten imports declined for the second consecutive year. In 2020, the region imported 434.6 tonnes, showing an abrupt decline of 44.2% compared to 2019. From 2017 to 2020, imports decreased by 49.4%, equating to an annualized rate of 20.3%. The maximum value was recorded in 2018 at 933.8 tonnes, which also saw the largest increase of 8.6%.
