Earlier Report Observations

The wheat and meslin flour and cereals market in Oman contracted significantly from 209.6 thousand tons in 2018 to 93.2 thousand tons in 2021. This decline occurred alongside a substantial rise in export volumes, which reached 285.1 thousand tons in 2020. During this period, the Omani government ramped up its food security agenda, providing financial support and land allocation to farmers under Oman Vision 2040. The state-affiliated Oman Flour Mills Company played a central role, purchasing local wheat crops and expanding its milling operations. The introduction of new high-yield, disease-resistant wheat varieties and an increase in the number of farmers aimed to strengthen the domestic raw material base for flour production.

Market volume rebounded to 175.8 thousand tons by 2023, driven by a sharp reduction in exports and greater domestic availability. The global wheat market disruption following the Russia-Ukraine war in 2022 altered Oman's import patterns and trade flows. Concurrently, domestic wheat cultivation accelerated: planted area expanded by 160% in the 2022 season, and the number of farmers grew by 24%. The government approved a five-year support plan worth 5 million Omani Rials to boost local wheat output until 2027. By 2023, domestic wheat production reached approximately 7 thousand tons, with Oman Flour Mills receiving around 5 thousand tons from local farmers under a renewed procurement agreement, reinforcing the local supply chain.
