The introduction of new decrees in 2022 setting maximum limits for tar, nicotine, and carbon monoxide, alongside the doubling of excise duties to 100% in 2023, aimed at curbing consumption. However, the ongoing formalization of the market through the SAM system and sustained economic activity likely helped maintain production levels, with market volume reaching 1 953 t in 2023. The launch of a mobile application in 2024 to verify product authenticity further strengthened traceability and control over the legal supply chain.
