The toilet paper market in Croatia, measured in physical volume, reached its highest point in 2019 at 30.7 thousand tons. After this peak, the market volume gradually contracted, falling to 25.2 thousand tons by the end of 2024. In contrast, the market value expressed in US dollars showed a different trajectory, growing from 56.9 million USD in 2018 to a peak of 72.8 million USD in 2023, before decreasing to 66.4 million USD in 2024.

Domestic production experienced significant fluctuations, with a sharp increase to 14.2 thousand tons in 2023. This surge coincided with a substantial rise in exports, which more than doubled from 2021 levels to reach 12.7 thousand tons in 2023. Imports remained the primary source of supply throughout the period, maintaining a stable range between 22.8 and 25.8 thousand tons annually.

Croatia's toilet paper production value declined after two years of growth. In 2019, output reached its peak at 27 000 K $ US, but then fell to 26 772 K $ US in 2020, representing a 0.8% decrease from the previous year. Over the period from 2017 to 2020, production increased by 7.7%, which translates to an average annual growth rate of 2.5%. The most significant increase occurred in 2018, with a rise of 7.3%.

Croatia produced 13 090 tonnes of toilet paper in 2020, showing a modest decline of 4.4% compared to 2019. Over the four-year span from 2017 to 2020, production decreased by 32.8%, averaging an annual decline of 12.4%. The lowest production volume was recorded in 2018 at 12 858 tonnes, which also saw the largest drop of 34.0%. In contrast, 2019 experienced the biggest increase, with production rising by 6.5%.

After two years of decline, Croatia's toilet paper exports rebounded in 2020. Shipments reached 7 619 tonnes, marking a 4.3% increase from 2019, when exports hit their lowest point at 7 304 tonnes. That year also saw the largest decline, with a drop of 3.2%.

From 2017 to 2020, Slovenia, Germany, and Slovakia were the core destinations for Croatia's toilet paper exports by volume. Slovenia accounted for 42.2% of exports, Germany for 12.5%, and Slovakia for 8.5%. Together, these three countries represented 63.1% of total export flows.

Croatia's toilet paper exports have grown for three consecutive years. In 2020, export value reached 12 201 K $ US, reflecting a moderate increase of 8.1% compared to 2019. Over the period from 2017 to 2020, exports rose by 14.1%, with a compound annual growth rate of 4.5%.

Throughout 2017–2020, Slovenia, Germany, and Slovakia remained the primary markets for Croatia's toilet paper exports by value. Slovenia held a 42.1% share, Germany 14.0%, and Slovakia 7.2%. Collectively, these three countries accounted for 63.4% of total export value.

The lowest import level was in 2018 at 23 340 tonnes, which also experienced the largest decline of 2.6%. The most significant increase occurred in 2019, with imports rising by 4.0%.

Between 2017 and 2020, Austria, Slovenia, and Bosnia and Herzegovina consistently led as the top sources for Croatia's toilet paper imports by volume. Austria contributed 23.6% of imports, Slovenia 19.9%, and Bosnia and Herzegovina 17.7%. Together, these three countries made up 61.1% of total import flows.

Following two years of growth, Croatia's toilet paper import value declined in 2020. Imports fell to 41 631 K $ US, down 2.0% from 2019, when they peaked at 42 486 K $ US. Over the 2017–2020 period, imports increased by 6%, with an average annual growth rate of 2.0%. The largest increase was recorded in 2018, with a rise of 5.5%.

From 2017 to 2020, Austria, Slovenia, and Bosnia and Herzegovina formed the main cluster of markets for Croatia's toilet paper imports by value. Austria accounted for 27.4% of imports, Slovenia for 17.5%, and Bosnia and Herzegovina for 15.4%. Their combined share totaled 60.2% of overall import flows.
