Growth continued over the next two years, with the market reaching 177.6 K t in 2022. The exit of the major foreign player Ekaterra in August 2022 and the ramp-up of domestic producers like OOO «Orimi» supported local manufacturing to replace imports, amid sanctions affecting supply chains.

In 2023, the market contracted to 153.1 K t and production fell to 141.0 K t. This decline reflected the aftermath of foreign players' withdrawal and ongoing restrictions on raw material imports due to geopolitical events.

After two years of decline, tea production in packings of 3 kg or less increased in the CIS. In 2020, CIS countries produced 134 144 tonnes of tea in these packings, marking a 20.2% rise compared to 2019. The minimum production level was recorded in 2019 at 111 600 tonnes, with the largest annual decline occurring in 2018 at 2.5%. Over the period from 2017 to 2020, production grew by 16.5%, translating to an average annual increase of 5.2%.

Following a two-year drop, the value of tea production in packings of 3 kg or less rose in the CIS. In 2020, output was valued at 1 842 million US dollars, which is 20.2% higher than in 2019. The lowest value was recorded in 2019 at 1 532 million US dollars, with the most significant decline seen in 2018 at 30.4%. From 2017 to 2020, however, production value decreased by 20%, averaging an annual decline of 7.2%.

Exports tea in packings ≤3 kg from CIS

Exports in kind, t

Tea exports in packings of 3 kg or less from the CIS increased for the third consecutive year. In 2020, CIS countries exported 9 530 tonnes, representing a 5.8% rise compared to 2019. Over the period from 2017 to 2020, exports surged by 75.2%, with an average annual growth rate of 20.6%.

From 2017 to 2020, the export structure for tea in packings of 3 kg or less was balanced rather than concentrated. Ukraine accounted for 10.6% of exports, Georgia for 3.5%, and Israel for 3.0%, together making up 17.1% of total flows. Many other countries contributed the remaining 82.9%.

The value of tea exports in packings of 3 kg or less from the CIS rose for the third year in a row. In 2020, exports reached 130.9 million US dollars, showing a modest 5.9% increase over the previous year. Between 2017 and 2020, export value grew by 20.3%, with a compound annual growth rate of 6.4%.

Imports in kind, t

Tea imports in packings of 3 kg or less into the CIS declined for the third consecutive year. In 2020, CIS countries imported 17 816 tonnes, down by 4.7% compared to 2019. Over the period from 2017 to 2020, imports fell by 23.3%, with a compound annual decline rate of 8.5%.

The value of tea imports in packings of 3 kg or less into the CIS decreased for the third year in a row. In 2020, imports totalled 144.1 million US dollars, a 5.7% drop year-on-year. Between 2017 and 2020, import value declined by 10.2%, averaging an annual decrease of 3.5%.
