Earlier Report Observations
The Portuguese tall oil market volume increased from 3 945 t in 2018 to 4 064 t in 2019. The subsequent sharp drop to 3 371 t in 2020 was directly caused by the COVID-19 pandemic, which disrupted industrial operations and depressed global prices for oils and related products.
A recovery to 3 871 t occurred by 2023. This growth was driven by a rising preference for sustainable materials, which boosted demand for tall oil resin, and by national policies like Decree-Law no. 84/2022 that promoted biofuel incorporation, directly increasing demand for renewable feedstocks.
Imports of tall oil rose significantly after 2020, reaching 813 t in 2024, while domestic production stabilized around 3 256 t in 2023. The market operated within a regulatory framework emphasizing strict waste oil management and a growing industrial shift toward bio-based chemicals, particularly for automotive applications.
