From 2018 to 2019, the market volume for rosin, resin acids, and rosin oils in Portugal grew from 63 391 t to 68 462 t. This increase was supported by Law No. 69/2019, which regulated single-use plastic packaging and boosted demand for sustainable alternatives, including natural resins. However, the market volume fell to 53 792 t in 2020 following the introduction of the General Waste Management Regime (Decree-Law No. 102-D/2020), which raised compliance costs through extended producer responsibility and stricter labeling rules. In 2021, despite domestic production rising to 74 768 t, the market volume contracted further to 45 746 t as exports surged to 82 664 t and imports declined, a period that also saw tightened waste reporting and certification requirements under Retificação No. 3/2021.

After 2021, resin imports fluctuated, dropping to 45 411 t in 2023 after Decree-Law No. 11/2023 introduced new waste classification and documentation rules for producers. Exports remained elevated, reaching 76 310 t in 2025. The launch of the 'Resina Natural 21' project in 2024 brought together several Portuguese companies to develop new resin-based products, stimulating R&D investment and indicating entry of new players. Concurrently, the European Packaging and Packaging Waste Regulation (PPWR) entered into force in 2025, requiring changes in resin formulations to meet recyclability standards and affecting production processes for packaging applications.

After a two-year decline, production of rosin, resin acids, and rosin oils in Portugal rebounded. In 2021, output reached 150.9 million US dollars, marking a sharp 44.0% increase from the previous year. The largest decline occurred in 2019, at 7.0%, with the lowest value recorded in 2020 at 104.7 million US dollars. From 2018 to 2021, production grew by 31.2%, averaging an annualized rate of 9.5%.

In 2021, Portugal produced 74 768 tonnes of rosin, resin acids, and rosin oils, reflecting a 22.3% rise compared to 2020. The largest decline was in 2020, at 0.6%. Over the period from 2018 to 2021, production increased by 23.3%, with an annualized growth rate of 7.2%.

Portugal's export volume of rosin, resin acids, and rosin oils increased for the second consecutive year. In 2021, exports totaled 82 664 tonnes, up 34.0% from the previous year. The largest decline was in 2019, at 15.9%, with the lowest volume recorded that same year at 50 706 tonnes. Between 2018 and 2021, exports grew by 37.1%, averaging an annualized rate of 11.1%.

From 2018 to 2021, exports of rosin, resin acids, and rosin oils from Portugal were not heavily concentrated. The top three destinations—Germany with 18.7%, Italy with 17.0%, and Spain with 13.4%—together accounted for 49.1% of total export flows.

Portugal's export value of rosin, resin acids, and rosin oils rose for the second year in a row. In 2021, exports stood at 178.0 million US dollars, a 69.3% increase from the previous year. The largest decline occurred in 2019, at 23.9%, with the lowest value recorded that year at 90.7 million US dollars. From 2018 to 2021, exports increased by 49.2%, with an annualized growth rate of 14.3%.

From 2018 to 2021, Finland led the import structure with 41.4%, followed by Brazil at 27.5% and Argentina at 10.2%. Together, these three countries accounted for 79.0% of total import flows in kind.

After a two-year fall, imports of rosin, resin acids, and rosin oils into Portugal increased. In 2021, imports amounted to 71.8 million US dollars, a sharp 32.1% rise from the prior year. The largest decline was in 2019, at 25.8%, with the lowest value recorded in 2020 at 54.4 million US dollars. Between 2018 and 2021, imports decreased by 8.9%, averaging an annualized decline of 3.0%.
