From 2018 to 2021, Benin's sweet potato market volume contracted from 64 659 tons to 53 889 tons. This decline coincided with the 2021 reinforcement of phytosanitary legislation, which tightened import procedures and health controls for planting material, likely constraining supply. Earlier measures, such as the 2018 climate change law promoting agro-ecology and the African Union-funded project to develop orange-fleshed varieties, aimed to build a more resilient sector but did not offset the short-term downward trend.

A reversal began in 2022 as market volume rose to 56 589 tons, driven by the launch of the National Agricultural Investment Program (PNIA) that introduced fertilizer subsidies for tuber crops, lowering production costs. Growth accelerated sharply in 2023, with volume surging to 77 471 tons, supported by the continued fertilizer subsidy framework and the creation of modern markets (ANaGeM), which improved distribution channels and producer access to consumers.
