From 2018 to 2019, the sunflower seeds market in Southern Europe remained stable at around 3.1 million tonnes. The market was characterized by a consolidated structure with the top five companies holding a 42.78% share and the near-total predominance of non-GMO hybrid seeds valued for their drought resistance. Market volume then contracted to 2.83 million tonnes in 2020 and further to 2.64 million tonnes in 2021. This decline coincided with a marked rise in sunflower seed prices, which began increasing from October 2020 and surged to 534 euros per tonne in 2021, elevating crop profitability but likely constraining demand.

The market rebounded sharply to 3.06 million tonnes in 2022, driven primarily by capacity expansion. This included a $14.1 million investment by Corteva Agriscience in its Romanian production facility to meet growing demand, alongside specific coupled support and eco-schemes for sunflower under the Common Agricultural Policy (CAP). Despite record price volatility following the war in Ukraine, these supply-side measures supported market growth. In 2023, volume eased slightly to 2.95 million tonnes. Farmgate prices in some areas fell below production costs despite a 28% increase in retail prices since the pre-war period, while global oilseed production rose. For 2024, CAP incentives have been insufficient to offset declining market prices, which continue to discourage acreage expansion in Italy.

Sunflower seed production in Southern Europe has declined for the second year in a row. In 2020, the region produced 2 213 K t of sunflower seeds, representing a slight decrease of 0.9% compared to the previous year. Looking at the period from 2017 to 2020, production increased by 12.1%, which translates to an average annual growth rate of 3.9%. The highest production level was recorded in 2018 at 2 308 K t, with the largest year-over-year increase of 16.9% occurring that same year. In contrast, the most significant decline was observed in 2019, when production fell by 3.3%.

The value of sunflower seed production in Southern Europe has also declined for the second consecutive year. In 2020, output was valued at 2 493 M $ US, marking a 14.4% decrease compared to 2019.
