Earlier Report Observations

The market volume for sunflower, safflower or cottonseed oil in Angola contracted from 12.7 thousand tons in 2018 to 6.2 thousand tons in 2021. This decline was primarily driven by a sharp drop in imports, which fell from 8.5 thousand tons to 2.1 thousand tons over the same period. Government policies aimed at import substitution and strengthening the local processing industry encouraged investments in vegetable oil factories. However, domestic production remained stable at around 4.2 thousand tons annually, as many oil factories operated at only 50–70% of installed capacity due to difficulties in securing regular raw material supplies.

From 2021 to 2023, market volume rebounded sharply, reaching 12.8 thousand tons in 2023 as imports surged to 8.7 thousand tons. This recovery coincided with the inauguration of new oil processing plants, such as Rafinole in 2021 with a capacity of 400 tons per day and Refitec in 2022 capable of packaging one million liters daily. These facilities aimed to reduce import dependency by processing various oil types locally, though the increase in imports during these years indicated that domestic production could not fully meet consumption needs despite the expanded industrial base.
