The Philippine sugar cane market volume declined from 24.7 million tonnes in 2018 to 20.7 million tonnes in 2019. This drop was primarily driven by the implementation of the excise tax on sweetened beverages under the TRAIN Law, which reduced sugar demand from beverage producers. Additionally, low cane yield per hectare due to soil acidity, erosion, and limited access to high-yielding varieties constrained production.

Market volume recovered to 24.4 million tonnes in 2020 and further increased to 26.3 million tonnes in 2021, marking a period of growth despite the ongoing tax impact on beverage formulations.

From 2022, the market entered a downward trend, falling to 23.5 million tonnes in 2022 and 21.7 million tonnes in 2023. The El Niño weather phenomenon and inadequate irrigation facilities significantly reduced sugarcane yields in 2022. In 2023, the closure of the Central Azucarera Don Pedro mill due to business losses and an 11.3% decrease in domestic production accelerated the contraction.

Following two years of decline, sugar cane production in the Philippines rebounded. In 2020, the country produced 24 399 thousand tonnes of sugar cane, marking a significant 17.8% increase from 2019. Over the 2017-2020 period, overall production fell by 16.7%, with a compound annual growth rate of -5.9%. The lowest production level was recorded in 2019 at 20 719 thousand tonnes, which also saw the largest decline of 16.2%.

The lowest export volume occurred in 2017, while the highest was observed in 2018, representing a 48-fold difference between these extremes. In 2020, sugar cane exports from the Philippines totaled 11 038 kilograms, reflecting a dramatic 600.9% surge compared to the previous year. The peak export volume was recorded in 2018 at 62 404 kilograms. The most substantial decline happened in 2019 with a 97.5% drop, while the largest increase occurred in 2018 with a 4,685.5% rise.

In 2020, the Philippines' sugar cane exports reached 2 318 US dollars, showing a substantial 153.1% increase from 2019. The maximum export value was recorded in 2018 at 13 245 US dollars.
