The Philippine sugar cane market volume declined from 24.7 million tonnes in 2018 to 20.7 million tonnes in 2019. This drop was primarily driven by the implementation of the excise tax on sweetened beverages under the TRAIN Law, which reduced sugar demand from beverage producers. Additionally, low cane yield per hectare due to soil acidity, erosion, and limited access to high-yielding varieties constrained production.
Market volume recovered to 24.4 million tonnes in 2020 and further increased to 26.3 million tonnes in 2021, marking a period of growth despite the ongoing tax impact on beverage formulations.
From 2022, the market entered a downward trend, falling to 23.5 million tonnes in 2022 and 21.7 million tonnes in 2023. The El Niño weather phenomenon and inadequate irrigation facilities significantly reduced sugarcane yields in 2022. In 2023, the closure of the Central Azucarera Don Pedro mill due to business losses and an 11.3% decrease in domestic production accelerated the contraction.
