Earlier Report Observations

From 2018 to 2020, the sugar cane market in MERCOSUR expanded gradually, with production rising from 772.7 million tonnes to 781.4 million tonnes. This stability was underpinned by Brazil's continued role as the world's leading producer and exporter, supported by over 450 active mills and significant sugarcane plantation areas. Argentina maintained a base of 20 active sugar mills, contributing to regional output.

Production dropped sharply to 739.9 million tonnes in 2021, primarily due to macroeconomic headwinds and constrained access to inputs in Argentina, which affected export volumes and sugar cane processing. The market recovered modestly to 746.8 million tonnes in 2022 after Argentina's sugarcane harvest grew by 20% in volume and 10% in yield, fueled by strong domestic demand for bioethanol and additional export quotas to the United States for raw sugar.

A notable surge lifted production to 803.9 million tonnes in 2023, driven by substantially higher export projections from Argentina, where the harvest exceeded expectations and yields improved. Ongoing legislative efforts, such as Argentina's Law No. 27,640 that maintains a 12% bioethanol blend in gasoline, provided a sustained incentive for sugarcane cultivation and processing.
