The market expanded sharply in 2019, rising by 25% to 4.6 million tons, largely due to a significant surge in imports that year.

A contraction followed in 2020 and 2021, bringing the market size down to 3.5 million tons. However, a strong recovery ensued in 2022, with the market volume rebounding to 4.6 million tons and then growing a further 10% to reach 5.1 million tons in 2023. This later growth coincided with imports climbing to a peak of 3.2 million tons in 2023.

Throughout the period, changes in import levels were the primary driver of market volume movements, while domestic production remained relatively stable, fluctuating between 1.8 and 2.1 million tons.

In contrast to the physical output, the value of sucrose in solid form production in Southern Europe rose for the second year in a row. In 2020, production was valued at 3 063 M $ US, representing a 6.2% year-over-year increase. However, over the full 2017-2020 period, the value actually decreased by 29.3%, averaging a 10.9% annual decline. The lowest value was recorded in 2018 at 2 546 M $ US, which also saw the steepest drop of 41.3%. The largest increase occurred in 2019, with a 13.3% rise.

From 2017 to 2020, exports decreased by 35.4%, with an average annual rate of decline of 13.5%. The peak was in 2018 at 661 K t, which also saw the largest increase of 21.7%.

Between 2017 and 2020, the export partner structure remained highly fragmented. Bulgaria accounted for 12.9% of exports in kind, France for 5.5%, and Hungary for 4.4%. Together, these three countries represented only 22.7% of total flows, with no single nation holding a dominant share.

The value of sucrose in solid form exports from Southern Europe declined for the third year in a row. In 2020, exports totaled 264 M $ US, down 7.9% from the previous year. Over the 2017-2020 period, export value fell by 48.2%, equating to an average annual decrease of 19.7%.
