Between 2018 and 2023, the Iraqi sucrose market showed considerable volatility, with annual volume fluctuating between 873 thousand tonnes and 1.28 million tonnes. The market structure has long been defined by the dominance of the state-affiliated Iraq Union for Food Industries, which relies on imports of raw sugar from global suppliers to complement domestic output. In 2019, a shortage of sugar crops contributed to a decline in local production, pulling total market volume down to 924 thousand tonnes.

Production rebounded sharply in 2020, lifting market size to 1.22 million tonnes, though available sources do not specify the drivers behind this surge. The following year saw a steep drop to 873 thousand tonnes, as both production and imports contracted significantly.

Another strong recovery occurred in 2022, with market volume reaching 1.23 million tonnes, followed by a further modest increase to 1.28 million tonnes in 2023. Over the full period, the market ended with a net growth of about 11%, despite the pronounced intermediate swings.

Iraq's production of sucrose in solid form increased after a two-year decline. In 2020, the country produced 1 209 K t, marking a 35.4% improvement compared to 2019. However, looking at the broader period from 2017 to 2020, production actually decreased by 5.6%, which translates to an annualized decline of 1.9%. The lowest production level was recorded in 2019 at 893 K t, while the most significant drop occurred in 2018 with a 19.4% decrease.

From 2017 to 2020, Turkey (43.3% of imports in kind), Brazil (26.9%), and Iran (16.3%) were the largest suppliers of sucrose in solid form to Iraq. Together, these three countries accounted for 86.5% of total imports in kind.
