In 2018, the Algerian government implemented a suspension of sugar exports among ten product categories to regulate the domestic market, a move that occurred alongside a reported tripling of gross production since 2012. By 2020, customs protection policies against white sugar imports further bolstered local manufacturers, contributing to a rise in production to 2 233 thousand tons and reducing imports to near zero, which expanded the domestic market volume to 1 633 thousand tons.

A government order in 2022 prohibiting the export of widely consumed goods, including sugar, sharply cut export volumes from over 600 thousand tons to 274 thousand tons. This restriction, combined with emerging industrial overcapacity, led to a drop in production to 1 813 thousand tons. By 2023, the sector faced significant overcapacity, with industrial capabilities exceeding 3 million tons against domestic consumption of around 1.3 million tons, creating economic pressures that drove production down further to 1 767 thousand tons and reduced the market size to 1 448 thousand tons.

Throughout the period, state subsidies and control shaped the market, while plans for new facilities like the Larbaatache refinery with a capacity of 2 000 tons per day were advanced. Consumer trends also shifted towards perceived healthier, reduced-sugar products, influencing demand.
