Between 2018 and 2020, the French market for starch-manufacture residues remained at a high level, with a brief recovery to 2 478 thousand tonnes in 2020. This increase coincided with a 6% rise in industrial starch demand for corrugated cardboard production, driven by e-commerce growth during the COVID-19 pandemic. However, the pandemic also created logistical difficulties that affected distribution across the supply chain.

From 2021 onwards, market volume entered a sustained decline, falling to 1 875 thousand tonnes by 2023. A key driver was the reduced use of agricultural raw materials by starch plants, which dropped from 5.9 million tonnes in 2022 to 5.2 million tonnes in 2023, reflecting lower orders. This was compounded by a poor potato harvest for starch in 2022, which constrained production, alongside broader inflationary pressures and slowing demand that impacted volumes from 2022.

France's production of starch-manufacture residues grew for the second year in a row. In 2020, the country produced 2 606.2 thousand tonnes, marking a 1.4% increase compared to the previous year. However, over the entire 2017-2020 period, production fell by 2.3%, with an average annual decline of 0.8%. The lowest production level was in 2018 at 2 565.2 thousand tonnes, which also saw the steepest drop of 3.8%.

The export market for starch-manufacture residues from France experienced significant volatility during these years. From 2017 to 2018, exports fluctuated dramatically, with a 3.9-fold difference between the peak and trough. In 2020, export volume reached 302.2 thousand tonnes, down 18.6% from 2019. The lowest point was in 2018 at 110.8 thousand tonnes, which recorded the largest decline of 74.5%. Conversely, the biggest increase occurred in 2019, with a surge of 234.9%.

Between 2017 and 2020, the Netherlands, Belgium, and Germany were the top destinations for France's starch-manufacture residues exports by volume. The Netherlands accounted for 38.5% of exports, Belgium for 32.9%, and Germany for 11.5%. Together, these three countries made up 82.9% of total export flows.

France's export value of starch-manufacture residues declined for the second consecutive year. In 2020, exports totaled 100.7 million US dollars, a slight decrease of 0.6% from the previous year. Over the 2017-2020 period, exports dropped by 12.7%, equivalent to an average annual decline of 4.4%. The highest value was recorded in 2018 at 117.2 million US dollars, which also saw the largest increase of 1.6%. The most significant decline occurred in 2019, with a 13.5% drop.

From 2017 to 2020, the leading destinations for France's starch-manufacture residues exports by value were the Netherlands, Belgium, and Germany.
