Earlier Report Observations

At the start of the period, soybean production in Angola was constrained by a low level of agricultural mechanization and vast untapped arable land. Government focus on boosting cultivation of cereals, including soybeans, to satisfy the domestic market and reduce imports supported a rise in output by 2019. Announced World Bank support for soybean production in 2020 further contributed to a modest increase.

After a slight contraction in 2021, production stabilized in 2022. That December, the government launched the National Grain Production Promotion Plan (Planagrão), targeting a doubling of grain and legume output—including soybeans—by 2027. This move, coupled with expressed interest from foreign investors in large-scale soybean production and processing, set the stage for future expansion.

A significant 19% jump in production occurred in 2023, driven by major investments in the agricultural sector and substantial job creation. The momentum continued into 2024 with the ongoing implementation of Planagrão, new soybean sowing initiatives by cooperatives, and productive activity from state-owned agro-industrial farms, all pointing to a sustained expansion of the domestic supply.

Soybean production in Angola has increased for the second consecutive year. In 2020, Angola produced 37 961 tonnes of soybeans, marking a 1.6% year-over-year gain. Production grew by 5.4% between 2017 and 2020, which translates to an annualized growth rate of 1.8%. The lowest production level was recorded in 2018 at 35 266 tonnes, representing a 2.0% decline.
