The production of cotton seeds in Angola remained steady at 2 200 t per year from 2018 through 2023. During this period, the National Development Plan (2018-2022) set a goal to increase the availability of seeds from 10% to 40% by 2022, aiming to reduce dependence on imports and encourage national production. Commercial multiplication of the first hybrid seeds was successfully carried out in the 2018/2019 agricultural season, supported by investment in the Yoba Gardens Group.

In 2019, seed imports rose to 51 t, lifting the total market volume to 2 251 t. This increase aligned with the textile sector's heavy reliance on imported cotton materials and the push to boost local cotton cultivation. Imports then fell in 2020 and 2021, bringing market size back near the 2 200 t level.

From 2022 onward, the approval of the National Grain Production Promotion Plan (Planagrão) and state investments in textile factories, including Textang II's trial seed production and a major Chinese investment in cotton farming, helped sustain import growth. By 2023, seed imports reached 16 t, and market volume climbed to 2 216 t, while seed prices rose at the start of the 2023/2024 agricultural season.
