This expansion was initially supported by the broadening of the domestic market for soy products, as national soybean production maintained high levels despite previous contractions in cultivated area.

The introduction of new front-of-pack labeling requirements for pre-packaged foods in 2019, which included soy-derived products, was followed by a significant reform of the official standard for tortillas in 2022. This tortilla regulation mandated clearer disclosure of ingredients and allergens, including soy, increasing transparency for consumers and potentially influencing supply chains. Concurrently, animal feed manufacturers sought new international suppliers and logistics routes for soybean cake, supporting import volumes.

After reaching a peak in 2022, the market volume contracted slightly to 5.7 million metric tons in 2023. This decrease was primarily due to a reduction in imports, as domestic production of soybean oilcake continued to rise, reaching 4.2 million metric tons. Throughout the period, Mexico's structural dependence on soybean imports to meet internal demand remained a persistent market characteristic.
