From 2018 to 2024, the sanitary paper products market in Croatia in volume terms showed significant fluctuations. After reaching a peak of 74 243 tonnes in 2021, market volume dropped sharply by 15.1% to 63 051 tonnes in 2022, before partially recovering to 67 435 tonnes in 2024. Overall, the market volume in 2024 remained 9.2% below the 2021 high.

In value terms, the market demonstrated more consistent growth, rising from 178.3 million USD in 2018 to 217.9 million USD in 2024. The most notable increase occurred in 2023, when market value jumped by 15.2% to 219.3 million USD, even though volume only grew by 6.1% that year. This divergence suggests a shift towards higher-value products or increased prices within the market.

Domestic production of sanitary paper in Croatia declined over the period, falling from 29 992 tonnes in 2019 to 24 787 tonnes in 2024. Imports, however, remained the primary supply source, growing from 60 450 tonnes in 2018 to 70 421 tonnes in 2024. Exports also increased substantially, particularly in 2023 and 2024, which affected the net volume available on the domestic market.

Croatia's exports of sanitary paper products have risen for the third consecutive year. In 2020, the country exported 18 806 tonnes, which is 6.0% higher than in 2019. From 2017 to 2020, exports increased by 16.6%, equating to an annualized growth rate of 5.3%.

From 2017 to 2020, Slovenia, Germany, and Slovakia were the top buyers of sanitary paper products from Croatia. Slovenia accounted for 34.4% of exports in kind, Germany for 18.2%, and Slovakia for 5.7%. Together, these three countries represented 58.4% of total exports in kind.

In 2020, exports were recorded at 34.7 million US dollars, indicating a limited rise of 7.8% compared to the prior year. Between 2017 and 2020, exports grew by 25.6%, with an annualized growth rate of 7.9%.

From 2017 to 2020, Slovenia, Germany, and Bosnia and Herzegovina consistently remained the main destinations for Croatia's sanitary paper product exports in value terms.
