Earlier Report Observations

Mexico is a leading global producer of safflower seeds, a crop well-adapted to arid conditions and contributing significantly to domestic vegetable oil output. The Federal Law on Seed Production, Certification and Trade established quality and certification standards, shaping the regulatory framework. Market volume dipped to 52 005 t in 2019, a period where public institutions aimed to strengthen small seed enterprises facing challenges like climate change. A sharp 67% surge followed in 2020, lifting the market to 86 793 t, propelled by restrictive regulations on genetically modified organisms, which favored locally adapted crops, and by growing demand for safflower oil.

After the 2020 peak, market volume contracted to 52 553 t in 2021. A strong 47% rebound occurred in 2022, reaching 77 137 t, driven by the impending ban on GMO seeds by 2024, which boosted demand for non-GMO hybrids and open-pollinated varieties including safflower. Sustained export demand for safflower oil, where Mexico holds a leading position, further supported production, alongside the activity of major international companies like BASF and Bayer in the seed sector. The market then moderated to 65 760 t in 2023.
