A further decline to 25.2 million m³ occurred in 2021, primarily due to the strict enforcement of sanctions against Russia and Belarus, which disrupted timber trade, and concerns over the war in Ukraine and the Middle East that softened construction demand. The market stabilized near 25.2 million m³ in 2022 before a slight decrease to 25.0 million m³ in 2023, linked to reduced logging volumes in Galicia caused by market slowdown and the priority given to harvesting fire-damaged stands, which tightened local supply.

In 2024, market factors included a 14.9% year-on-year increase in auction volumes for key coniferous species in Spain, reflecting strong demand, and the lifting of restrictions on timber entry, which helped normalize supply. The stability in cutting volumes and prices, alongside the growing relevance of coniferous wood for EU Green Deal construction objectives, shaped the market environment.

Southern Europe's roundwood coniferous production declined after two years of growth. In 2019, production reached its peak at 28 394 K m³, but by 2020 it had fallen to 22 666 K m³, marking a 20.2% decrease from the previous year. Over the 2017-2020 period, production increased by 2.1%, with an average annual growth rate of 0.7%. The largest year-on-year increase occurred in 2018, when production rose by 13.7%.

Exports coniferous roundwood from Southern Europe

In 2020, Southern Europe's cross-border shipments of roundwood coniferous amounted to 1 713 K m³, down 56.0% from 2019. Over the 2017-2020 period, exports decreased by 38.5%, with an average annual decline of 15.0%. The highest export volume was recorded in 2019 at 3 897 K m³, which also saw the largest increase of 56.0% compared to the previous year.

From 2017 to 2020, Austria, France, and China were the core markets for Southern Europe's roundwood coniferous exports in volume terms. Austria accounted for 40.5% of exports, France for 25.2%, and China for 2.8%, together representing 68.5% of total export flows.

Southern Europe's roundwood coniferous exports in value terms declined for the second consecutive year. In 2020, exports totaled 180.5 million US dollars, a 14.4% decrease from 2019. Over the 2017-2020 period, exports fell by 23.1%, with an average annual decline of 8.4%. The peak value was recorded in 2018 at 253.9 million US dollars, which also saw the largest increase of 8.3%. The largest decline occurred in 2019, with a 16.9% drop.

In 2020, Southern Europe's imports of roundwood coniferous totaled 5 281 K m³, a steep 66.3% increase from 2019. Over the 2017-2020 period, imports grew by 71.9%, with an average annual increase of 19.8%. The largest decline was recorded in 2019, with a 4.5% decrease.

From 2017 to 2020, Bulgaria, France, and Austria were the main sources for Southern Europe's roundwood coniferous imports in volume terms. Bulgaria accounted for 39.1% of imports, France for 13.8%, and Austria for 8.8%, together making up 61.7% of total import flows.

Southern Europe's roundwood coniferous imports in value terms declined for the second year in a row. In 2020, imports stood at 172.7 million US dollars, down 4.6% from 2019. Over the 2017-2020 period, imports decreased by 11.9%, with an average annual decline of 4.2%. The highest value was recorded in 2018 at 229.0 million US dollars, which also saw the largest increase of 16.7%. The largest decline occurred in 2019, with a 20.9% drop.
