The requirement for legal felling licenses and a marked preference for Israeli-grown roundwood reduced the attractiveness of imported material over time. Although importers maintained a focus on high-quality, climate-adapted products, this could not reverse the declining import trend.

No major new production facilities or market entrants were reported during the period, leaving domestic supply capacity unchanged. The stable regulatory framework around felling permits further reinforced the market's shift toward domestic sources, culminating in a significantly smaller overall market volume by 2023.
