The Bolivian rice market volume fluctuated between 567 thousand tonnes in 2018 and 700 thousand tonnes in 2023, with a notable dip in 2020 followed by strong recovery. Overall growth was driven by state support policies and interventions by EMAPA (Empresa de Apoyo a la Producción de Alimentos), which helped offset recurrent challenges from drought and wildfires.

In response to supply pressures, the government eliminated import tariffs on rice in 2022 to secure domestic availability. The following year, EMAPA's direct investment of over 189 million Bolivianos in procurement and commercialization, along with subsidies, supported a record production of 698 thousand tonnes and a market surplus.

Imports fell sharply from 26 thousand tonnes in 2018 to 1.5 thousand tonnes in 2023, reflecting increased self-sufficiency. Price controls and purchase limits were also implemented to manage market volatility and prevent speculation.
