The European market for raw cane or beet sugar opened the period at 153 million t in 2018. A sharp contraction followed, with volume dropping to 91.2 million t by 2020. This decline was primarily driven by a beet yellows epidemic that severely impacted the sugar beet harvest in France, the region's leading producer.

Production rebounded over the next two years, lifting the market to 123.9 million t in 2022. The recovery was short-lived, however, as the market fell again to 94 million t in 2023. This latest drop stemmed from a reduction in European sugar beet cultivation, as low sugar prices and rising returns for alternative crops like wheat and rapeseed made beet less attractive to growers.

The period demonstrated high volatility in European sugar supply, with external shocks from plant disease and shifts in agricultural economics significantly affecting output.
