The COVID-19 pandemic disrupted global supply chains, increasing pressure on domestic supply, while stricter environmental policies required processors to meet higher emission standards. During this phase, the implementation of new food safety standards and accelerated technological upgrades at large enterprises supported production efficiency and product quality.

Growth accelerated from 2022 onward, with the market reaching 7.4 million tons in 2022 and 8.6 million tons in 2023. This expansion was fueled by ongoing government support for the industry, technological innovations focused on deep processing, and rising demand for low-erucic-acid rapeseed oil, which spurred product segmentation. The highest production level was recorded in 2018 at 4,820 thousand tonnes, with a modest increase of 1.6% that year. However, the most significant drop occurred in 2019, when production plummeted by 15.8%.
