The CIS rapeseed market volume expanded from 2.565 million tonnes in 2018 to 5.436 million tonnes in 2022. This growth was initially supported by historically high cultivation areas in Russia and investments in new processing capacity, such as the construction of a rapeseed cultivation and processing plant in the Volga Federal District. From 2020, a sustained increase in sown area significantly boosted domestic production. The acceleration in 2022 was driven by the emergence of new demand from the biofuel sector, which consumed more rapeseed.

After peaking in 2022, the market volume contracted to 4.713 million tonnes in 2023. This decline followed a reduction in cultivated area in Russia and the imposition of a temporary export ban on rapeseed seeds from September 2023, which constrained available supply.

Rapeseed production in the CIS has grown for the third year in a row. In 2020, the region produced 3 507 thousand tons, marking a significant 18.6% increase from 2019. Looking at the period from 2017 to 2020, production rose by 42.3%, which translates to an average annual growth rate of 12.5%.

In 2020, the value of rapeseed output in the CIS reached 1 769 million US dollars, showing a sharp 28.5% rise compared to 2019. In 2020, CIS rapeseed exports totaled 667.3 thousand tons, up 19.2% from the previous year. Between 2017 and 2020, exports grew by 70.4%, averaging 19.4% annually. The biggest decline was in 2019 at 6.1%, and the highest increase was in 2018 with a 52.2% jump.

From 2017 to 2020, CIS rapeseed exports in kind were not highly concentrated. China accounted for 28.0% of exports, Mongolia for 13.0%, and Romania for 8.6%, together making up 49.6% of total flows.

The market showed an unstable trend over this period. Import levels varied significantly, with a two-fold difference between the high in 2020 and the low in 2017. In 2020, CIS rapeseed exports were valued at 336.6 million US dollars, a 29.2% increase from 2019. The largest decline was in 2019 at 10.0%, while the biggest rise was in 2018 with a 73.7% surge.

In 2020, CIS imported 204.6 thousand tons of rapeseed, remaining nearly unchanged from 2019. The highest volume was in 2018 at 235.1 thousand tons.
