Sudan's primary sugar crops market, defined entirely by domestic production, entered a period of decline from 2018 onward. Output dropped from 6.1 million tonnes in 2018 to 4.3 million tonnes in 2021, representing a cumulative contraction of nearly 30%. The steepest annual fall occurred in 2021, when production decreased by 16%.

A partial rebound to 4.6 million tonnes took place in 2022, but this recovery was short-lived as production eased to 4.5 million tonnes in 2023. Throughout this period, the sector remained under the technical guidance of the state-owned Agricultural Research Corporation (ARC), which conducts research and advocates for specific flood irrigation practices to manage crop yields.
