The European primary sugar crops market entered the period following the abolition of the EU's common market organization and production quotas in 2017, which exposed domestic producers to global price volatility. This deregulation, coupled with initial agronomic yield gains for sugar beet, supported production. Market volume grew in 2019, incentivized by rising world sugar prices. However, the COVID-19 pandemic in 2020 caused a severe contraction in both production and consumption, leading to a sharp drop in market size.

Post-pandemic recovery began in 2021, fueled by the reallocation of production capacities in major beet-growing nations like Germany and Poland in the quota-free environment and by high global prices exacerbated by sugarcane fires in Brazil. A continued decline in European sugar beet acreage due to viral yellows disease and pesticide restrictions contributed to a slight market dip in 2022. The market rebounded in 2023 as exceptionally high sugar prices prompted farmers in key regions like France to expand planted area, and record yields were achieved.

In 2024, the market continued to be shaped by sustained high world prices driven by global supply concerns and by the ongoing rollout of new EU traceability and sustainability legislation for agricultural raw materials, which began altering supply chain requirements.

Europe's exports of primary sugar crops increased for the second consecutive year. In 2020, the volume reached 296.6 thousand tonnes, showing a strong 21.4% rise from the previous year. The lowest point was in 2018 at 163.8 thousand tonnes, which also saw the largest decline of 3.4%. In 2019, exports surged by 49.1%, the largest increase in the period. Overall, from 2017 to 2020, exports grew by 74.9%, with an average annual growth rate of 20.5%.
