Earlier Report Observations

The potato market in Sri Lanka experienced significant shifts between 2018 and 2020. A sudden ban on importing agrochemicals in 2018 raised production costs and constrained output, contributing to a market size of 251.5 thousand tons that relied heavily on imports. Efforts to uplift the local seed potato sector through public-private partnerships in 2019 helped increase domestic production to 101.6 thousand tons, though it still met only 35% of national demand. However, ongoing challenges from high input costs, pest pressures, and persistent import restrictions on agrochemicals led to a sharp drop in production to 65.1 thousand tons and a contraction of the total market to 194.5 thousand tons in 2020.

Policy changes influenced the market from 2021 onward. A reduction in import duty on potatoes that year lowered wholesale prices, for instance to Rs. 110 per kilogram, affecting consumer access while the overall market volume remained stable at 194.4 thousand tons. In the following years, domestic production continued to decline, falling to 40.7 thousand tons by 2023, due to enduring cost and disease challenges. This was offset by rising imports, which allowed the total market volume to grow, reaching 209.7 thousand tons in 2023.

Import volumes continued to ascend, reaching 180.9 thousand tons in 2024, underscoring the market's ongoing dependence on foreign supply to meet domestic consumption needs amid persistent local production constraints.
